Francis Wafula

Team Lead, Strathmore University and Executive Director of Open Phences

His work has mainly revolved around strengthening policy and regulatory frameworks for better public and private engagement, improving policy and institutional arrangements for better quality healthcare, and improving the ecosystem to strengthen the experiences, roles, and impacts of innovators and entrepreneurs in achieving socially responsible and ethically sound healthcare businesses.

Frank serves as academic director (healthcare management) and senior faculty at the Strathmore University Business School’s Institute of Healthcare Management.

Between 2013 and 2020, he worked as a health specialist with the World Bank, providing technical assistance to the Kenyan government across different areas, including leading a multistakeholder initiative that delivered a novel healthcare regulatory system and serving as technical lead in developing the first Kenya Health Public Private Collaboration Strategy and Resource Guide/Toolkit.

Frank has worked as a consultant for WHO, Global Fund, UN, DFID, USAID, and the Bill and Melinda Gates Foundation, among others. He sits on various expert groups and boards, including serving as a member of the World Health Organization’s Technical Expert Group on Regulation, and is a founding member and vice president of the Society for Quality Healthcare (Kenya).

Frank holds a PhD in Health Systems and Policy (University of London – LSHTM and the Open University, 2012), an MSc in Public Health (LSHTM), and a BPharm degree (University of Nairobi), with additional training from IESE Business School and Strathmore Business School. He previously worked as research advisor for Aidspan, a health systems researcher at KEMRI/Wellcome Trust, and a pharmacist with the Kenyan ministry of health.
